The AHDR was a priority project of Iceland during its Arctic Council chairmanship, 2002-2004. Coordination for the project was provided by a secretariat located at the Stefansson Institute in Akureyri, Iceland.

The AHDR is a comprehensive assessment of human conditions in the entire circumpolar region. The AHDR was synthesized from already existing research results and contributions from the people of the region and provides an instrument for assessing progress toward sustainable human development, a tool to educate the public, and a handbook for policy makers engaged in international cooperation in the Arctic.
As a baseline, the AHDR identifies problems encountered in the North today and highlights success stories and processes for building capacity and enhancing community viability across the region.
Lead authors and other contributors for the various chapters of the AHDR were proposed by the Report Steering Committee.
