At the Arctic Council Ministerial Meeting in Barrow, Alaska in 2000, the Ministers' declaration recognized that capacity building increases the ability at all levels of society to access and manage different capital resources to develop sustainability. They welcomed an offer from Canada to organize a workshop on capacity building to explore practical ways of implementing a capacity building focus to the work and activities of the Arctic Council.
Canada, together with Finland, hosted a two-day workshop on Capacity Building in Helsinki, Finland in November, 2001.
In the fall of 2002 the Inari Declaration of Arctic Council Ministers further acknowledged the importance of capacity building in the context of Arctic Council activities.
The Capacity Building Overview Report of this Canada-led project was tabled with Arctic Council Ministers at their meeting in Reykjavik, Iceland in November 2004 and is now available online. The intention is to update it periodically.
